Los Angeles City Council members backed the creation of a city identification card that could be used by illegal immigrants to open bank accounts, borrow library books and pay utility bills.
The proposed tax on guns within county limits is still on the table for the Cook County board, which would be the first tax used as a measure of gun control in the U.S.
