The Department of Justice (DOJ) announced a proposed rule for defining gun sales. The rule would close background check loopholes during sales.

The proposed legislation would encourage law enforcement to report firearms used in violent crimes to a national database to be traced. 

Senators struggle to find common ground on universal background checks for firearm purchases when faced with a divisive split about firearm registration and record keeping.
