Duties:
Provides general administration of contracted guard services. Ensures that the contract security provider delivers consistent professional, efficient and effective guard services. Works with the contractor’s management team to analyze the Public Safety security protection plans and develop security recommendations for Public Safety management review. Ensures seamless coordination and delivery of all contracted guard services. Works with contracted security provider to constantly evaluate and improve the operational effectiveness, deployment, and performance of the contracted security workforce. Identifies deficiencies and makes recommendations to the senior Division of Public Safety Leadership team. Works closely with school and center administrators, who are responsible for implementing security programs for buildings or areas under their jurisdiction, to ensure that effective security measures are in place consistent with Public Safety policies, procedures and guidelines. Serves as Public Safety liaison to mediate problems and complaints between the contract security provider and schools and centers. Ensures that environmental and security technology problems reported by security personnel are documented and directed to the appropriate division, department or persons; and that corrective action is initiated. Creates and maintains electronic and manual databases and spreadsheets to track the performance of the security contract management team and workforce. Performs daily reviews and analyzes data and reports provided by contract security provider for content and accuracy. Provides timely, concise reports to the Vice President for Public Safety. Reviews the security office training program (materials, methods, frequency) for effectiveness, consistency and adherence to University policies. Performs random unscheduled inspections of fixed and mobile security posts to ensure that security personnel are professional, knowledgeable and performing their duties in a prescribed manner. Participates in quality assurance assessments conducted by the security contractor’s management team. Works with the Director of Finance and Administration to ensure the accuracy and timeliness of payments and receivables. Reconciles quarterly statements. Ensures compliance with public safety security standards, policies and procedures. Investigates violations and takes appropriate corrective action. Investigates mediates and responds to problems and disputes between university entities and security contractors. Ensures seamless coordination and delivery of all contracted guard services. The Director is responsible for quality control of the appearance of Blue Light Emergency Phones. Partners with College House and Academic Services (CHAS), and other departments within DPS in conducting annual security audits of all of the College Houses, and ensuring security concerns are reported and repaired. Performs other duties as assigned.
Qualifications:
The Director of Security Services must have knowledge of contract guard services; the person must have experience in contract management. S/he should have at least three to five years managerial experience.
In addition, the Director must possess excellent communication and listening skills. Must be ‘people oriented’ and have fine-tuned problem solving and decision making skills. Must have a keen understanding of the higher education environment. The manager must be effective in representing the Division of Public Safety with internal University stakeholders, and external community stakeholders. The Director is a member of the Division of Public Safety Leadership Team.
Bachelor’s Degree or equivalent work experience required. A minimum of 3-5 years supervisory experience; demonstrated skill in dealing with bureaucratic protocol at all levels of the DPS and University organizations; ability to work in a fast paced environment; ability to problem solve and to comfortably work through crisis situations; excellent verbal and writing skills; excellent interpersonal skills; flexible and agile in meeting demands of unexpected events and crisis. Project management skills and the ability to use technology to track projects; knowledge of Microsoft Office Suite, in particular, Excel, Access database and PowerPoint. Committed to serving the interest of the University community and the strategic goals of the Division of Public Safety.
This position is classified as essential personnel (24 hours/7 days), which may require weekend assignments and holiday assignments.
