The House of Delegates has passed legislation giving West Virginia schools authority to strengthen rules covering bullying.

The bill would extend anti-bullying policies off campus to include school buses and bus stops. It also could cover so-called cyberbullying, such as using text messages, e-mail or postings on social networking sites under certain circumstances.

The bill targets insulting or demeaning behavior that disrupts school and severe or recurring physical or emotional harm that disrupts or interferes with a school's orderly operation.
