Phil Walker is the Head of Risk Assessment, Analysis, and C4 in the Safety and Security Department at FIFA26, the local FIFA entity responsible for planning and delivering the FIFA World Cup 2026™ across Canada, Mexico, and the United States. Before joining FIFA, Phil led the Major Events program at the U.S. Department of State’s Overseas Security Advisory Council (OSAC), where he managed a team of analysts providing security guidance and analysis to U.S. organizations involved in major international events. His on-the-ground security experience spans five FIFA World Cups and five Olympic Games. Phil has also held roles at the Intelligence and National Security Alliance, Foreign Policy magazine, and the World Affairs Council of Northern California. He earned his bachelor’s degree from the University of California, Santa Barbara, and a master’s degree from Georgetown University in Washington, D.C.
